The Taj Trapezium Zone (TTZ) makes Agra a compliance story, not just an economics story. The city sits at the centre of a 10,400 sq km Supreme-Court-protected zone — spanning Agra, Firozabad, Mathura, Hathras, Etah and Bharatpur — where coal and coke are banned, polluting industries are restricted, and a shift to cleaner fuels and renewables is court-mandated. Agra's manufacturers cannot burn their way to growth; they have to electrify and go solar.
Agra is an industrial city that must decarbonise. The footwear & leather cluster, Firozabad's glass and bangle units, foundries and the tourism–hospitality economy are all energy-intensive and all inside the TTZ — a ready-made C&I demand base for rooftop, captive and open-access solar.
The UP policy tailwind is strong. The UP Solar Energy Policy 2022 targets 22 GW by 2026-27 (14 GW utility parks, 4.5 GW residential + 1.5 GW non-residential rooftop, 2 GW PM-KUSUM), is expected to attract about ₹80,000 crore, and pushes MSME rooftop solar across UPSIDA industrial hubs. UP is also developing designated "Solar Cities" — a frame Agra fits perfectly.

UP Solar Energy Policy 2022 targets 22 GW by 2026-27 with ~₹80,000 crore of expected investment, a residential rooftop subsidy and an MSME rooftop push across UPSIDA hubs. UPNEDA, TTZ Authority, Invest UP and the District Administration share one flagship narrative: Agra will protect the Taj by going green.
